According to the Federal Trade Commission (FTC), AT&T engaged in “data throttling,” which means that they reduced customer data speeds once they reached a certain limit of usage in a monthly billing period, without notifying customers of the practice. In some cases, this resulted in data speeds so slow that it became difficult or nearly impossible to use common phone applications like web browsing and video streaming.
