The deal is now shut down.
It was a glitch that allowed you sit double stack so $15 off $15.
You could and I did use two separate PayPal accounts to get $40 on gift cards for $10.
They shut it down in about 30 minutes; as twitter was actively exploring this and stacking it with other gift card offers on target.com
